Default Warkworth Road Waterfall building

A couple of pics of the dam/waterfall being built. Perhaps someone on here can expand on its use in the great Warkworth Waterworks scheme of things?
It must have certainly changed things as low tide up by the Butts would have had a lot more mud flats unlike todays' scene
