I've had a look at some of the trade directories for London and all that is turning up is J Stone....hydraulic engineers.
Him indoors says either air vent for sewer pipe or capped water hydrant. Someone on the council should know since they carefully work round it |

Pretty sure its an old hydrant. The valve would be around there somewhere but may have been buried over the years. It would have been used for filling steam wagons and the like.

The 1910 photograph certainly seems to show a much lower area of pavement around it than is the case now, so maybe there is part of it buried.
