As usual I suspect it will be very profitable for a small number of people with very little for the locals.

Looks like it.

A company in Cumbria also announced today they want to go for offshore coking coal via deep mining at Whitehaven. 3/4 of a billion tonnes out there apparently. That should keep them occupied a bit.
