I think your about 300 miles out. It could be Broadstairs in Kent. The word under his signature looks like it 'could' spell Broadstairs. I thought originally the cliffs were clouds
I had a look on Google Streetview and to my surprise it looked very similar! There's even a boat which looks like the fishing boats.
He did another painting in Broadstairs and you can see the crane on the dock in that one too. I also found a link to an old photo which looks very similar to the painting too with a bit of artistic merit thrown in.
