This painting is for sale in the States.
I don't recognise the view.

Thomas Bush Hardy seems to be a bit mixed up, even if that was the North pier, which I doubt, you should be able to see Coquet Island o the horizon.

If you look at the auctioneers site, there are more options for looking at the picture. You can see it in much better detail. It looks to me like it's looking over to the North Side and up the river in the general direction of Warkworth. Still no idea where it is mind!

You're right. There are cliffs to the immediate south at Seahouses, I think he has them in the painting.

I think your about 300 miles out. It could be Broadstairs in Kent. The word under his signature looks like it 'could' spell Broadstairs. I thought originally the cliffs were clouds:o

I had a look on Google Streetview and to my surprise it looked very similar! There's even a boat which looks like the fishing boats.

He did another painting in Broadstairs and you can see the crane on the dock in that one too. I also found a link to an old photo which looks very similar to the painting too with a bit of artistic merit thrown in.

Wonder why it was labelled as Amble?
