William Percy was the son of Edward Bell, as you mention, and Agnes Hannagan from Scotland. Both Edward and Agnes died in the 1880s leaving a young family who were taken in by a maiden aunt, Elizabeth, living in Rothbury.

Agnes' mother was a Margaret Noble which is where the name comes from and William had a sister, Margaret Noble.

Thanks for a quick reply janwhin, I have seen the family you mention but I am trying to confirm that the William Percy was the same person that married Elizabeth Ann Smailes.
The 'Noble' does infer a link with Alfred Noble Bell, Eliz Ann's son.
